Coast Guard members keep working during the funding lapse as DHS faces a leadership shake-up. President Donald Trump fired DHS Secretary Kristi Noem on March 5 and said he intends to nominate Sen. Markwayne Mullin of Oklahoma to lead the Department of Homeland Security. Mullin would still need Senate confirmation before taking the job permanently.
The Coast Guard is the only branch of the U.S. armed forces housed within the Department of Homeland Security during peacetime, giving DHS leadership real influence over long-term policy priorities, funding decisions, and maritime security strategy. For the people standing watch, life on the deck plates hasn’t changed. The missions keep going.
Quick Reality Check for Coast Guard Members
The DHS leadership change does not immediately rewrite Coast Guard assignments, deployments, or day-to-day mission execution. The much bigger concern for many families is the funding lapse and the pay uncertainty that comes with it.
Official Coast Guard guidance states that a lapse in appropriations has occurred and that service members must continue reporting for duty while the government works through the funding situation.
Because the Coast Guard operates under DHS rather than the Department of Defense, funding lapses have historically hit Coast Guard families differently.
Crews continue carrying out essential missions, but the paycheck uncertainty at home builds tension, worries, and stress around the kitchen table, with backpay promised, but uncertain of when it will actually be received. Organizations such as Coast Guard Mutual Assistance have already published guidance for families facing the financial strain that can happen during shutdown-related funding gaps.
What Mullin Has Said About the Coast Guard
Mullin has repeatedly described the Coast Guard as central to DHS operations. Earlier this year, he criticized efforts to cut DHS funding and noted that the department includes “our Coast Guard, Secret Service, FEMA, and TSA agents.”
He has also pointed to maritime routes as a growing pressure point in border enforcement, saying smuggling routes are “going across water, going around” and are “overwhelming our Coast Guard.” Those comments aren’t rocking any boats, but they do show how Trump’s nominee views the Coast Guard’s role in homeland security.
Why DHS Leadership Still Matters
The Coast Guard occupies a unique place in the federal government. It operates within DHS during peacetime but can transfer to the Department of the Navy during wartime or when directed by the president, according to federal law.
That’s why leadership at DHS matters far beyond politics. The department influences the Coast Guard’s long-range priorities, including modernization that’s already underway.
One of the most consequential efforts is Force Design 2028, a Coast Guard reform initiative that includes structural changes across the service and a plan to add at least 15,000 personnel by the end of fiscal year 2028. Coast Guard updates say the initiative is already producing organizational restructuring, workforce growth, and modernization improvements aimed at strengthening operational readiness.
What Happens Next
Coast Guard units are doing what they always do. They’re reporting for duty, carrying out missions, and keeping watch. Washington will address the confirmation, leadership, and funding matters. For many Coast Guard families, the more immediate question is: How long will the funding lapse last, and will the people still showing up to serve keep getting paid on time?
